Lassen Municipal Utility District understands that, from time to time, some of our customers may need assistance in meeting their utility bill. That is why we offer a variety of programs and resources to help during difficult financial times.

Energy Conservation Assistance Program (ECAP):

ECAP is a rate assistance program that provides a discount to income eligible customers. The program also encourages energy conservation by helping customers use energy more wisely and efficiently.

Enrollment in ECAP is available year-round, however, assistance is not retro-active. Program guidelines can be viewed here. Applications are available at the LMUD business office or can be downloaded from this page.

Emergency Energy Assistance Program (EEAP):

Unexpected financial hardships can strike just about any household. If you find yourself unable to pay your utility bill or you are in danger of disconnection, EEAP may be able to help. EEAP is administered by the local Susanville Salvation Army – they can be reached at 530-257-0314, or you may visit their office located in the Susanville Grocery Outlet Shopping Center.

Low Income Home Energy  Assistance Program (LIHEAP)

The Low Income Home Energy Assistance Program (LIHEAP) is funded by the Federal Department of Health and Human Services (DHHS) and provides two basic types of services.

Eligible low-income persons, via local governmental and nonprofit organizations, can receive financial assistance to offset the costs of heating and/or cooling homes, and/or have their homes weatherized to make them more energy efficient.

Locally, LIHEAP is administered by Lassen Economic Development Corporation located in Westwood California. They can be reached by calling 530-256-3531. Applications may also be picked up at the local Social Security office, Alliance for Workforce Development and the City of Susanville.
