The Heart of LMUD's Financial Strategy

In these dynamic times, the strength of our community lies in our ability to manage resources wisely and transparently. This month, we’ll explore the heart of our financial strategy: our budget process.

This process is not solely about numbers; it’s about our commitment to you and our shared future. In addition to discussing the budget process, I’ll update you on important projects that we’ve been working on. There is much to look forward to, and keeping you informed helps us stay focused on serving our community with integrity and inclusiveness.

The Role of the Budget

Our budget is not just a financial document; it is a strategic tool guiding our board and staff. It allows us to plan for known and anticipated variances, ensuring we remain prepared for any challenges that may arise.

Preparation & Presentation of the Budget

Lassen Municipal Utility District’s (LMUD) budget is meticulously prepared and presented through a series of board workshops. These workshops are open to the public, reflecting our commitment to transparency and fiscal responsibility. This year, we added 2 new workshops to the process to better inform the board and the public on our most financially intensive activities: purchased power and capital improvements. Workshops allow the board to take an in-depth look at these 2 major budget components. While everything in the budget is important, purchased power and capital improvements influence revenue needs and how the lion’s share of funds are allocated.

The purchased power workshop on May 13 included details on how power markets operate, the significance of hedging power purchases and the importance of planning for uncertainties. Before the entire budget is presented, the board held another workshop on May 20 so that they, and those we serve, can see the projects that are on the horizon and how they fit into our short-term and long-term plans.

Monthly Financial Reports

Throughout the year, the board receives reports that check the pulse of LMUD's financial health. These updates provide a detailed overview of our financial performance, allowing us to make informed decisions and adjustments as needed. This ongoing review process is vital for maintaining financial stability and achieving our long-term goals.

Skedaddle Substation Project

I am excited to share updates on our Skedaddle capital improvement project. We are making significant progress toward completion of this long-term project. With the goal of enhancing our infrastructure and ensuring reliable service for our community, the Skedaddle Substation Project is a major milestone for LMUD.

Construction of the substation and NV Energy interconnection is progressing well. Groundwork was completed earlier this year, and large equipment is scheduled to arrive on-site for construction before year-end. This project represents our commitment to investing in LMUD’s future, providing a robust and reliable connection to the grid, and ensuring our communities are served with safe, reliable energy. We will continue to keep you updated as we reach new milestones and move closer to completion.

New LMUD Headquarters

Many of you have asked about the status of our building at 50. N. Gay St. in Uptown Susanville. The building was bought in 2022 with the intent of becoming LMUD’s new headquarters. We encountered some challenges with the building. After careful consideration, the board decided to execute a plan to gather more information and formulate a path forward. I will continue to update you on this as more details emerge.

New Business Manager

Lastly, I’m happy to report that LMUD Accounting and Finance Manager Kelli Thompson has been promoted to Business Manager. I am confident that the skills and knowledge Kelli brings to her new position will help LMUD achieve its goal of providing reliable, safe power to our communities.
